Low-emission zones are on the rise in Europe. Our recent analysis found that 228 were active in 2019, 320 in June 2022, and 507 will be in place in 2025. Although their objectives, ambition levels, size, scope and timeline vary, there are principles and approaches that can be applied to all low-emission zones to make them effective.
