Cost-benefit analysis of Dutch zero-emission zones for freight

Nearly all affected vehicles comply with the regulations, businesses are rapidly transitioning to electric fleets, and the latest cost-benefit analysis confirms significant long-term environmental and health benefits for people across the Netherlands.

  • A cost-benefit analysis commissioned by a Dutch ministry found that establishing 30 zero-emission zones would deliver €1.8 billion of benefits - 4.4 times greater than the total implementation costs of €401 million.
  • Transition costs vary widely across user groups. Electrifying small, low-mileage fleets of specialised trucks can be costly, while large, high-mileage van fleets can switch to electric vehicles with no additional financial burden.
