We have a vision of creating cities that are liveable and healthy – and where people are at the centre of a zero-emission
transport system. This is how we’re getting it done.

Over the last three years, Clean Cities has become Europe’s largest network of organisations dedicated to active, shared and electric urban mobility.

With our innovative campaigners covering 12 cities, and a partnership of more than 120 NGOs and grassroots organisations active in 20 countries, we’re securing practical, rapid change. And thanks to our research and policy experts, we have established ourselves at the forefront of today’s thinking on city transport.

We work with grassroots, environment, health and other civil society groups across Europe to campaign for cleaner, healthier, more liveable cities — from Central and Eastern Europe to the Mediterranean to Scandinavia.

Together, we champion active, shared and electric mobility, and policies to support the shift to cleaner transport, such as low and zero-emission zones and School Streets.

Campaign highlights

Our innovative and audience-focused campaigning has delivered real change for city residents, with big climate and health impacts.

SAYING ‘NON!’ TO SUVS IN PARIS
After the mayor called a snap referendum, we campaigned to win support for hiking parking fees for heavy vehicles - in particular SUVs. Using research, polling, billboards, social media and influencers we won over a majority of voters.
WINNING 70,000 SECURE BIKE SPACES IN LONDON
Our This is Awkward campaign highlighted the long waiting list for secure bike parking in the capital. Using a high-profile billboard campaign and multi-channel media strategy, we won enough spaces to cover the waiting list and more.
BUILDING A MOVEMENT FOR SAFE CYCLING IN MILAN
A surge in cyclist and pedestrian deaths sparked public outrage. We published a ten-point cycling plan, backed by 60 organisations and adopted by the Mayor’s taskforce. To pressure the city further, we mobilised 2,000 people to disrupt traffic using zebra crossings - during Milan Fashion Week!
GETTING SPACE TO BREATHE ON THE POLITICAL AGENDA IN SPAIN
Astronauts crossing streets and boarding buses grabbed attention as five Clean Cities partners highlighted air quality during the 2022 municipal elections. Events and media coverage secured commitments from major city candidates, keeping air quality on the national agenda.
FROM THE FIRST TO THE BIGGEST LOW-EMISSION ZONES
Our work helped establish the first LEZs in Poland, along with new zones in Warsaw, Milan, Rome, Sofia, and eight cities in Spain. In Warsaw, we rallied support to organise street rallies, meetings with officials, press conferences and a billboard campaign to successfully launch the LEZ.
DELIVERING OUR VISION FOR MORE SCHOOL STREETS
Our days of action, engaging over 150,000 people across Europe, are making school streets the new normal. By focusing on children’s wellbeing and involving parents, we sidestep the divisive politics of low-emission zones.

Over the next three years, we will deliver significant emissions reductions and more livable and healthy streets through two major focuses.

ACCELERATING THE ELECTRIFICATION OF ROAD TRANSPORT VIA ZERO-EMISSION ZONES

Vehicle access regulations are vital for reducing urban transport emissions, with commercial activity offering the quickest implementation path. We will also prioritise efficient, discreet urban charging infrastructure to support full electrification, electrify ride-hailing and taxis to cut fleet emissions and promote electric mobility, and advocate for e-cargo bikes as a faster, cheaper and essential solution for decarbonising last-mile deliveries.

AND MORE SPACE
FOR PEOPLE

Dirty air is the second leading cause of death in children under five, after malnutrition. Prioritising the health of future generations can unite communities and transform streets. School streets, central to our Streets for Kids project, are reducing air pollution and rethinking the school run, which accounts for 25% of morning rush hour traffic. Shifting road space from cars, particularly SUVs, to safer, more inclusive urban areas is essential.
