London has led the way in addressing air pollution through initiatives like the Congestion Charge and the Ultra Low Emission Zone (ULEZ), significantly reducing harmful emissions. However, freight transport remains a major contributor to nitrogen oxides (NOx) and particulate matter (PM) pollution, making it critical to achieving the city’s ambitious net-zero carbon target by 2030.
This report sets out a policy roadmap to reduce freight emissions, focusing on transforming central London into a Zero-Emission Freight Zone.
Successfully implementing a central London Zero-Emission Freight Zone by 2030 could save 285,000 tonnes of CO2 in its first year, delivering £140 million in health and carbon cost savings. By addressing freight emissions, the city can make a substantial contribution to reducing carbon emissions, improving air quality and saving lives.
